The FCC Enforcement Bureau has issued Notices of Illegal Pirate Radio Broadcasting against four real estate owners under the 2020 PIRATE Act targeting those that knowingly facilitate illegal broadcasting on their property with fines up to $2 million.
The four owners were notified that illegal broadcast operations were commencing from their properties making them now liable if, following the ten day response period set by the FCC, they determine the continued engagement of pirate radio broadcasting on the property they own or manage.
The notices were issued to:
- Edwin and Joyce Pitt of Baltimore MD for operations on 91.3 Baltimore
- Maria V. Hernandez of Kissimmee FL for operations on 87.9 Hazleton PA
- Richard Manson of Philadelphia PA for operations on 103.5 Philadelphia
- Kent and Deanna Coppinger of the Jefferson RV Park in Summerville OR for operations on 100.5 La Grande OR.
The FCC has announced that the next set of filings to transition from the CDBS to LMS will take place on May 17.
Starting then, the following filings will be done using LMS including many forms that have been submitted via email since January:
- FM Special Temporary Authorizations (STAs)
- Request for Silent STA
- Extension of STA – Silent
- Extension of STA – Engineering
- Suspension of Operations Notification
- Resumption of Operations
- AM/FM Digital Notification
- Modulation Dependent Carrier Level (MDCL) Notification
- Change of Primary Station Notification
- Tolling Notification
- Reduced Power Notification
- Withdraw Pending Applications
Users filing Extensions of STA and Tolling Notifications must start by clicking on the Authorizations page, and selecting the desired STA or Construction Permit file number. Users filing Withdrawals must start by locating the subject application from the Submitted tab on the Applications page. For all other filings, users must start by clicking on the Facilities page, and then selecting the facility ID. From the correct page, selecting File an Application will provide a listing of the available filings.
The upgrade will also include the ability to search by frequency or channel using the “Frequency/Channel” option in Public Search and the addition of existing STA and silent notification records currently only in the CDBS.
The FCC has notified the following licensees that their licenses will expire on June 1 at the end of their licensed period for failing to file a license renewal application:

The following licensees have entered consent decrees with the FCC for failing to maintain their online political files:
- Blue Sky Broadcasting, Inc. licensee of KPND Deer Park WA
- Chinook Concert Broadcasters licensee of KLEF Anchorage AK
- Learn Broadcasting Corporation licensee of KLPZ Parker AZ
- Taylor Communications, Inc. licensee of KFRM Salina KS
License Restorations
After having its license cancelled for timely failing to file its license renewal last month, Nievezquez Productions’ Spanish Tropical “Dinámica 1120” WPRX Bristol CT has had its license reactivated with its renewal now pending.
