FCC Report 3/20: Chicago Translator Fined $8000

FCC Seal 2020 Federal Communications CommissionThe FCC has proposed an $8000 penalty against Windy City Broadcasting’s 103.9 W280EM Chicago to settle multiple violations brought on from an informal objection to the translator’s license renewal application. W280EM never filed a silent STA for being off the air from August 17, 2020 to August 4, 2021 nor mention the period of silence in its renewal application. It also failed to notify the FCC that it had changed primary station as it was licensed to rebroadcast Hubbard’s 101.9 WTMX-HD2 Skokie, but had been rebroadcasting SBS’ 107.9 WLEY Aurora prior to going silent and Univision’s 105.1 WOJO-HD2 Evanston since returning to the air. The translator was issued the based forfeiture of $5000 for unauthorized discontinuance of service and $3000 for failure to file required forms or information.

The following licensees have entered into Consent Decrees with the FCC for failing to maintain their online public files:

  • Capitol Broadcasting, Inc. licensee of KBZN Ogden UT
  • Northway Broadcasting, LLC licensee of KBHJ Blythe CA
  • Ozcat Entertainment licensee of KZCT Vallejo CA
  • RJ Broadcasting LS, LLC licensee of KRXK Rexburg ID

The following licensees have entered into Consent Decrees for failing to maintain their political files:

  • Crista Ministries licensee of KWPZ Lynden WA
  • EADS Broadcasting Corporation licensee of KGAL and KSHO Lebanon OR
  • EMG2, LLC licensee of KUMA and KWHT Pendleton OR, KUMA-FM Pilot Rock OR, and KTEL Walla Walla WA
  • Extra Mile Media, Inc. licensee of KHPE and KWIL Astoria OR
  • Futures and Options, Inc. licensee of KFNX Cave Creek AZ
  • Joy Media Ministries licensee of KCAM Glenallen AK

License Restoration

After telling the FCC last month that it did not intend to file a license renewal application and having its license cancelled, Genesee Community College has reversed its decision and requested the license of 90.7 WGCC-FM Batavia NY restored.
