FCC Report 11/14: Non-comm Filing Window Comes To An End With 1295 New Applications

With the end of the filing window, the FCC immediately instituted a freeze on amendments to the applications until 6:00pm eastern time on Monday, November 29 so it can review the applications to identify mutually exclusive (MX) groups of stations, those that will be processed as stand-alones, and those that will be dismissed on procedural grounds. Following the freeze, the FCC will publicly identify the MX groups and explain the procedures for settlement agreements and technical amendments.

One application has already requested dismissal as Hector Guevara Ministry Corp. withdrew its application for 89.1 Aberdeen NC as another member of Centro Cristiano de Vida Eterna also filed for the same facility.

Recnet.com has compiled a state-by-state listing of the applications filed in the window as well as their attempts at figuring out which facilities will be MX’d and which will not be processed such as New Day Worldwide Inc. seeking a full Class B on 90.3 Los Angeles despite there being stations on both second adjacent frequencies, Iglesia Pentecostal de Dios es el Poder applying for a station on 89.1 in Hyattsville MD with 250kW just a handful of miles from 89.3 WPFW Washington DC, Instituto Biblico Impacto de Fe Inc. applying for 89.1 in Cleveland OH with coordinates placing it in the Pacific Ocean off the coast of South America, and Fort Ward Amateur Radio Club applying for signals in Bainbridge Island WA right outside of Seattle on eight different frequencies all of which do not meet spacing requirements.


The following licensees entered into Consent Decrees for their non-compliance with the FCC’s political file rules:

  • Broady Media Group, LLC licensee of WENO Nashville TN
  • Estrella Radio License of Dallas LLC licensee of KBOC Bridgeport and KZZA Muenster TX
  • Estrella Radio License of Houston LLC licensee of KQQK Beaumont and KTJM Port Arthur TX
  • Foster Communications Company, Inc. licensee of KIXY-FM, KKSA and KWFR San Angelo TX
  • Mad Dog Wireless, Inc. licensee of KZUL-FM Lake Havasu City AZ
  • Patrick Broadcasting LP licensee of KSEV Tomball TX

Larry Ryan d/b/a/ Eifel Tower Broadcasting entered a Consent Decree for failing to maintain an online public file at 1250 KZHN Paris TX.

AM Changes

iHeartMedia applies to diplex News/Talk 600 KOGO San Diego at the site of co-owned Conservative Talk 760 KGB. KOGO will increase power from 5kW day/night to a directional 9kW day/10kW night utilizing the three towers used in KGB’s nighttime array.
