FCC Report 8/15: Stolz' Palm Springs Translators Receive Notices Of Violations

Ed Stolz’ Major Market Radio LLC has been issued Notices of Violation for 95.5 K238AK and 98.1 K251BX Palm Desert CA

Both translators were marked by the FCC’s Enforcement Bureau for the following violations:

Transmitting an un-modulated signal carrier and RDS information following loss on audio programming.
Failing to properly identify the signal whether by audio or morse code.
Failing to update the FCC’s records with the primary station and written consent to rebroadcast said station.

At the time of the FCC’s visit on May 25, 2021, both translators were listed as rebroadcasting 97.7 KRCK-FM Mecca which was off the air as it went through the process of being transferred by Receiver Larry Patrick to VCY America from Stolz’ Major Market Radio. Since the translators were not carrying programming from KRCK-FM, they were legally required to either cease operations or change originating stations. The signals previously operated as Conservative Talk “98.1 Talk Now” fed via KRCK-HD2.

Clear Communications Inc. has won its Petition for Reconsideration and Reinstatement for its 2018 translator application in Vineland NJ.

Clear had applied for a translator on 106.5 in Vineland during the 2018 translator filing window to rebroadcast Spanish Tropical “La Zeta” 1270 WMIZ Vineland. Press Communications filed a Petition To Deny claiming it would cause interference to Country “Thunder 106” 106.5 WTHJ Bass River Township. Following years of back and forth through the FCC’s changes to the translator interference rules, Clear sought to modify the application to operate on 92.9 with 100w/97m which was granted due to the FCC’s nunc pro tunc policy allowing curative amendments and arguing that denying the application would prohibit Clear from participating in the translator filing window for “AM Revitalization”.

The FCC has issued a Notice of Apparent Violation and Forfeiture of $1500 to Radio By Grace’s 99.3 W257DF Atlanta for failing to timely file its license renewal application. W257DF, which rebroadcasts Clark Atlanta University’s Jazz 91.9 WCLK Atlanta, was due to file its license renewal by March 1, 2021 but did not do so until July 19 with no explanation provided.

Three more licensees have reached Consent Decrees with the FCC over the maintenance of their online political files.

Podcasting coming of age in China: Report

According to a report from eMarketer, a global market intelligence firm, podcasting is coming of age in China and it is no longer a niche market. It is expected to become the world’s second largest market after the US, with 85.6 million podcast listeners in 2021.The growth in podcast listeners in the country is projected to be 25.1% this year, and remain in double-digit growth for the next five years, the company said.

Its estimates are based on the analysis of survey and traffic data from research firms and regulatory agencies; the growth trajectory of major gaming sites; historical trends; internet and mobile adoption trends; and demographic adoption trends. For the study, podcasts are defined as any audio-first serialized episodes that can be accessed via digital streams or downloaded, including listening to podcasts via video platforms. Thanks to the country’s large population, the number of podcast listeners may seem large, but represents only 6.1% of the population.According to eMarketer, the current low penetration is partially due to the industry’s slow start and the abundance of competing digital audio options. However, younger people listening to podcasts is on the rise and large digital companies such as music platform Tencent, Ximalaya, Xiaoyuzhou FM (UFO podcast) and Lanren Changting are now pushing “long form content.” […]
