FCC Report 2/6: Mississippi Duo Cancelled After Failing To Provide Proper Operational Evidence

Christian Broadcasting of Greenwood’s 1240 WGRM and 93.9 WGRM-FM Greenwood MS have been deleted after an investigation to allegations filed in a Petition to Deny to the station’s license renewal was filed by crosstown competitor Larry Fuss in 2020. Fuss alleged that the stations were silent for periods over 12 months which were not reported to the FCC, the stations operated sporadically failing to meet minimum operation requirements, had not complied with online public file requirements, and engaged in a premature transfer of control by giving control of the station to Eternity Media Group with no license transfer completed with the FCC, CBG employees at the station, nor an LMA in place with Pugh.

After issuing a letter of inquiry in June 2021, the FCC found the response incomplete because Christian Broadcasting of Greenwood failed to provide requested EAS logs, leases, utility bills, employee payroll records, or personnel records for any part of the roughly five year requested time period. The records it was supplied with were found to be inadequate as they were unable to provide any evidence of either station’s operation in 2016.

Newport Broadcasting Company turned in the license of 1370 KTPA Prescott AR two days ahead of when its license would’ve expired for being silent for a year straight.

The licenses of Anchorage High School’s 89.9 KAUG Anchorage, Adventist Radio Alaska’s 99.7 KANC Anchorage, and Blessed Hope Baptist Mission’s 91.3 KOGB McGrath AK were all cancelled after the stations failed to file their license renewal applications last year.

FCC Actions
Magnolia State Broadcasting has been issued a $7000 fine for failing to timely file a license renewal application and continuing to operate Conservative Talk 1010 WMOX Meridian MS without a license. WMOX was due to file its license renewal by February 3, 2020 ahead of its license expiring on June 1, but did not do so until June 5. The FCC granted that late renewal as a petition for reconsideration but state that WMOX did not file an STA application to continue operating while awaiting FCC’s approval for the late renewal.

Unity Broadcasting LLC has been issued a Notice of Apparent Liability For Forfeiture proposing a $3500 fine for failing to timely file a license to cover application for 100.7 W264DV Kissimmee FL, and engaging in unauthorized operation of the translator after its construction permit had expired. W264DV’s CP expired on November 27, 2021 but its license to cover application was not filed until January 21, 2022, which sought a waiver stating they had all the equipment and were prepared to build the facility the week of November 22. The owners of the tower site had not applied for a building permit until November 19, which was not granted until December 22. The company says it contacted FCC staff on November 26 to request tolling, while the tower owner granted permission to construct on the 27th, but not operate until the building permit was issued. Unity also stated that between the 22nd and the license filing on January 21, its president was hospitalized with COVID-19.

A Better Way To Brainstorm

Why?When it comes to group interactions with colleagues, individuals are particularly vulnerable to a condition known as motivation to conform. The reasons for this can include the need to avoid rejection and conflict, accomplish group goals or establish one’s identity. After all, why undercut your Group Program/Content Director’s views or challenge an opinionated CEO if it means somehow diminishing your own power, influence or authority?This risk aversion is a big factor in the success or failure of brainstorming sessions.The global management consultancy, McKinsey & Company, recently posted an article “A Better Way to Brainstorm”.One of McKinsey’s management tools is Anonymous Brainstorming.This concept can be a counterweight to our motivations to conform and help contributors feel like their expertise and ideas are being fairly considered.Here’s how McKinsey’s Anonymous Brainstorming works.To ensure that all ideas are weighted equally, the person in charge of the session (CEO, Group Program Director etc) appoints a facilitator to collect ideas submitted through a central software application. (This step would be managed ahead of the brainstorming session.)During brainstorming, ideas would not be presented in a specific order or tied to specific person. This provides anonymity and allows for proposals that may run counter to the opinions of “the loudest voice”/the most powerful person in the session.The facilitator presents the list of ideas and the individuals vote on them independently (and anonymously) to reveal the degree of alignment behind each idea. Once the ideas have been vetted and reprioritized, the group repeats the silent-voting process until a clear choice can be made.Now this type of structured facilitation will take more time and effort than a traditional brainstorming session—but it has the potential to reveal truly original business initiatives and creative concepts that may not have come to light if the participants thought their reputations were on the line.By David Kidd, BPR […]
